Presentations ITS Europe Congress 2016 Glasgow

The Amsterdam Group organized a successful special interest session during the ITS Europe Congress in Glasgow, 6-9 June 2016. Together with the European Commission and Corridor projects we held presentations under the title: ‘Gearing up for C-ITS deployment’.

The session attracted a large number of ITS experts that were interested in corridor initiatives and the coordinating role the Amsterdam Group and European Commission have in the developments.

Amsterdam Group chairman Torsten Geiβler moderated the session and started with mentioning the recent 5th birthday of the Amsterdam Group (!). Torsten pointed to the presentations from the recent public workshop, and the white papers for three C-ITS services -  all available on the website.

Claire Depré (European Commission-DG MOVE) followed with the EC view on C-ITS deployment. Important recent milestones are the final report of the C-ITS deployment platform, the Declaration of Amsterdam, and the plans towards 2019 from the Car to Car communication consortium. The commission is working on a masterplan and delegated act in cooperation with the C-ITS platform. They have strong expectations for a successful outcome of the 2015 CEF call regarding C-ITS.

Then the various corridor projects presented themselves (see individual presentations for more details):

  • Marie-Christine Esposito (ITS officer at the French Ministry in charge of Transport) explained that first wave of services in SCOOP@F are being deployed right now, and that services for the second wave have been defined (2016-2018). Specifications are available in English on their website now: http://www.scoop.developpement-durable.gouv.fr/en. Among the ongoing discussions are Security, Privacy and Evaluation.
  • Graham Hanson (UK Department for Transport) highlighted that the UK corridor (London-Dover) is part of the Intercor proposal to link European deployment initiatives.  One of the objectives is ‘learning by doing’ by creating a living laboratory; challenges include Harvesting UK industry and Data management.
  • Risto Kulmala (Finnish Transport Agency) presented the C-ITS project NordicWay, of the four Nordic countries. The focus is on cellular C-ITS. Cloud services from various providers are used with one interchange server. Technical tests have been done on latency of safety warnings.
  • Martin Pichl (Czech Republic Ministry of Transport) outlined that several ITS projects have been done in previous years. Currently, they are working on the Cooperative ITS corridor Mirošovice –Rudná with the aim to deploy C-ITS (ITS G5) along the major part of the Prague Motorway ring. Future plans include defining clear responsibilities and duties and preparation for cross border testing.
  • Marko Jandrisits (ASFINAG) described the status of the C-ITS corridor from Rotterdam through Frankfurt to Vienna. He highlighted the various steps in the harmonization process from a principle willingness through coordinated test to actual interoperability.

Finally, Niels Peter Skov Andersen (General Manager of the Car 2 Car Communication Consortium) explained the C-ITS deployment challenges from the point of view of the car manufacturers. There is need for a stable base for the hardware design by the end of this year including privacy requirements and test specifications. Furthermore, a stable base for software design is needed in early 2017. Key milestones are on Public Key Infrastructure and Compliance Assessment. The C2C-CC has a strong dependence on the C-ITS deployment platform for these issues.

The discussion with the audience, led by Torsten Geiβler, included the following questions and answers:

  • Is C-ITS for freight transport being implemented? Yes, some use cases for this have already been defined and it is an important part of the C-ITS deployment. Platooning initiatives are of course a major element.
  • Will the European Commission C-ITS Masterplan give guidance to member states and municipalities? The plan is a framework that the C-ITS stakeholders define together. Practical guidelines will be available through white papers from projects and the results from the EU-EIP project. Automation will become a bigger part of discussions in the platform.
  • Is traffic light optimization part of the discussions? Yes, it is, the technology is mature but an important discussion is the business case around it.
